Welcome to KOBRA

The Central Coordination and Advisory Centre for Victims of Human Trafficking (KOBRA) was founded on 1st September in 1997 as a project of the registered association Phoenix.

In Germany human trafficking means the exploitation of the prostitution of others or other forms of sexual exploitations as well as the exploitations of forced labour by taking advantage of the victim’s dilemma or the helplessness specific to foreigners. Our work only applies to women, who are victims of the exploitation of prostitution or other forms of sexual exploitations, because our responsibility does not include persons who are affected by forced labour. 

Human trafficking is a huge human rights abuse issue and has many different faces. For the purpose of sexual exploitations human trafficking often includes rape, bodily harm and acute threats of life and limb. This leads to traumatic experiences for the victims of human trafficking over a long period. Especially women and girls of non-German origin are affected by human trafficking. But also Germans can be victims of human trafficking.

The loverboy-method is one alternative. Loverboys are mostly young men, especially looking for minor girls to manipulate and to exploit them. Loverboys often contact those girls via social networks in the internet. Another way to get into touch with the girls is to address them directly in front of schools or public places. The European Crime Prevention Award (ECPA) and Best Practice Conference (BPC) took place 4-5 December 2014 in Rome, Italy. The theme was 'Prevention and Intervention of Trafficking in Human Beings'. KOBRA has been nominated by the National Representative of Germany and was presented on the BPC. The winner was the project HopeNow from Denmark.
