In
the field of coordination, our work is focussed, among
other things, on obtaining the right to refuse to testify,
i.e. to decline questions, for the employees of advisory centres
for victims of trafficking in women. As a rule, the counsellors
are bound to observe confidentiality but they do not have
the right to refuse to testify. As a result, it is hardly
possible to build up confidence between the client and the
counsellor.
For the KOK working group dealing with this privilege to
decline questions, KOBRA has prepared an expert opinion on
the necessity of this privilege.
In the coalition agreement of the Federal Government of 2002,
granting of this privilege to counsellors of trafficking victims
has been agreed. Using our influence to actually achieve this
objective and cooperation in giving this privilege concrete
shape remain focuses of our work.
